The Turkish businessmen plan to launch a flour mill in Aznakayev.

Within the next three months equipment will be delivered to the new factory. It is notable that according to the Turkish know how wheat is first washed, and only then dried within three days. This helps reach the higher flour quality. The first flour of the new factory will be produced in special packages from 1 to 5 kg each.
This way, the Turkish firms, famous for building a number of prestigious objects in Tatarstan, are expending their business by entering the new markets.

VOLGOGRAD REGION

Industrial upsurge witnessed in Volgograd region.

The best growth dynamics are experienced by the Volgograd budget. The total budget reached RUR 1,216 million, with a RUR 30 million proficiency. It is notable, that the profit tax makes the utmost portion in the budget income (25%). Previously the utmost part belonged to the income tax, a portion of which decreased twice - from 30% to 14% in present. This way the major tax burden is held by the large-scale enterprises - the fact, which witnesses the real industrial upsurge in the region.
In January to June 2000 the income of the Volgograd city budget rose by 51% compared with the similar period of 1999. This fact contributes to increased scope of social support. About a half of the budget expenses is allocated to education, public health, culture and social policy.

PERM REGION

"The members of the Association for the economic cooperation of regional and republics of the Urals region" posted economic results for the 8 months of 2000.

The income of the consolidated budgets is reported as follows: Bashkortostan - RUR 17.1 billion, Sverdlovsk region - RUR 10.4 billion, Perm region - RUR 9.7 billion, Kurgan region - RUR 1.1 billion.
The utmost sums were effected to the budget by the enterprises and organizations of Bashkortostan - RUR 24 billion, which is followed by Perm region - RUR 17 billion. The enterprises of Kurgan region effected only RUR 2 billion.
By the scope of investments Sverdlovsk region is leading with RUR 12.6 billion, followed by Perm region - RUR 12.5 billion. Kurgan region is at the bottom of the list with RUR 1.2 billion.
In August 2000 the average income per person in Perm region amounted to 2,126 rubles, followed by Chelyabinsk region with RUR 1,897 per person. Kurgan region reported the average income at 1,210 rubles per person.
Perm region is also leading by nominal salary - RUR 2,427. Sverdlovsk region posted the average nominal salary at RUR 2,488, Kurgan region - at RUR 1,498.

NOVOSIBIRSK REGION

Novosibirsk is in the 32 top position in the "Expert" magazine rating of Russian regions.

The average rating index of the Novosibirsk region is 0.23%. The list of the leading Russian enterprises contains two Novosibirsk-based enterprises: "Novosibirskenergo" and VINAP.
A year ago "Novosibirskenergo" was in the 39-th position, moving down to the 88-th position this year. The growth tempo was reported at minus 3.8%. The sales volume amounted to $132.6 million, the profit after tax made RUR 376.7 million. It is notable, that "Novosibirskenergo" holds the 21-th position in the rating of Russian energy companies.
VINAP entered the rating only this year, stepping into the 161-th position. The factory posted the growth tempo at 175%, the sales volume at $66.8 million and profit after tax at RUR 172 million.
Another rating, estimating the companies by market capitalization, has fou7r companies from the Novosibirsk region. All of them showed a major lift this year. Thus "Electrosviaz" rose from the 97-th to the 66-th position with more than a 20% growth. Besides, the company is in the top 17-th position in the rating of the regional companies by sector of activity.
Novosibirsk municipal telephone network (NGTS) was in the 124-th position a year ago, rising to the 75-th position this year. "Novosibirskenergo" rose from the 117-th position in 1999 to the 102-th position in 2000. Novosibirsk tin factory was a newcomer in the rating this year, starting from the 173-th position in the capitalization rating of the major Russian enterorises.

"Sibirgazservice" reported results of the regional program "Gasification of the Novosibirsk region in 1997-2000" at the meeting of the committee on industry, construction and fuel-and-energy.

Within these three years when the program was being implemented, the company built 127 km of distribution gas pipelines, 5 gas distribution stations and 16.5 km of off-take pipelines. 24 heating boilers have been transferred to liquid fuel from hard fuel. About 7.000 apartments, including 620 apartments located in the rural area have been gasified. This allowed the local budget to save RUR 4 million, allocated for coal and liquefied gas, and allowed to reduce the cost of gas services 2-6 times. Construction of a gas-filling station is under way in the region. Its commissioning will make it possible to supply 14 districts of Novosibirsk region and the city of Novosibirsk with gas.
There is a project of the gasification program dated till 2001. The program stipulates commissioning of 65 km of distributed gas pipelines in 10 areas of the Novosibirsk region, in the cities of Novosibirsk, Berdsk, Ob, etc. The plans stipulate construction of pipelines to transfer 8 heating boilers and over 20 autonomous heat supply objects from liquid and hard fuel to gas.
The program will help the regional budget save RUR 35.6 million, create about 280 jobs and improve the environment. Discharge of suspended particles and carbon oxide into the atmosphere will reduce by over 4 thousand tons.
The committee decided to prolong the program to year 2001.

KEMEROVO REGION

For the first time in the two-years period of trust management at "Khimprom", the factory reached the output target by 100% in September 2000.

Recently the top management of "Khimprom" (large-scale Kemerovo-based chemical factory) reported some results of their rule at the factory. During the terms of trust management one of the main technological lines - that of salt solution - has been repaired. Besides, the factory's management repaired approach railroad communications and started revitalizing production of propylene oxide - a product needed by the majority of the Russian enrichment factories. Recently the factory launched production of the new product: non-combustible cable plasticizers.
All the above measures demanded considerable investments. Financial group "Sibconcord", acting via "Energy chemistry company", found ways to make the necessary investments, which keep flowing to the factory up till the present day. Within five months of 2000 about RUR 12 million has been invested to production development. Still there are fears that considerable amount of chemical programs will not find sufficient consumers' demand. Nevertheless, the products made at "Khimprom" are needed by energy and coal industries, and water supply services in every inhabited area.

IRKUTSK REGION

The Russian Ministry of Property relations and the Irkutsk regional administration signed an agreement on reconciliation on differentiation of property rights for the "Irkutskenergo" stock.

Currently out of almost 40% of the authorized capital of "Irkutskenergo" (1,906,723,080 registered ordinary shares at 1 ruble par value) 25% stock (953,361,540 shares) are state property of the Russian Federation, 20% stock (953361540 registered ordinary shares) are the state property of the Irkutsk region.

KRASNOYARSK REGION

Olympiadinskoye deposit is acknowledged one of Russia's largest gold deposits.

Olympiadinskoye deposit is located in 80 km from Severo-Yeniseisk, Krasnoyarsk region. Development of this deposit started in 1980, ore extraction was launched in 1985. First, the ore output amounted to 100 thousand tons; ore enrichment was accomplished in Severo-Yeniseisk. During the second stage of development the top management launched the full-cycle production, including final production of chemically pure gold. As a result ore extraction reached 1.5 million tons, while gold production increased to 15 tons. The rate of consumer gold extraction from ore makes 88-94%. The cost of 1 gram of chemically pure gold reaches $4.6.
Olympiadinskoye deposit was acknowledged one of the biggest gold deposits of Russia. The gold content reaches 10.3 grams in 1 ton of ore. The proven deposits are estimated at 700 tons of gold. In 1999 Russia produced 127 tons of gold, including 15.5 toms of gold produced at Olympiadinskoye deposit.

The strategy of "UKOS" focuses on Siberia.

On October 7 the meting of the board of directors of Oil Company "UKOS" took place in Krasnoyarsk. The meeting noted broad perspectives of oil development in the Yurubchenko-Tokhomskaya zone (Evenkiya), with "UKOS" entering this area for oil extraction. By 2010 the planned extraction volume in this area will reach 10-12 million tons per year. The estimated sums, effected to the regional budget, will make 30-50% from the tax sums of "Norilsk nickel".

The gold extracting brigade "Polius" started construction of the mining-and-metallurgical complex at the total cost of $70 million.

Russia's biggest gold prospecting brigade "Polius", which produced over 15 tons of gold in 1999, started the second stage of construction of its own mining-and-metallurgical factory. The cost of the project is $70 million. The factory will be used for enrichment of the gold ore, extracted by the brigade. This will be the first factory in Russia to extract gold from ore by means of biotechnology. Besides, the factory will enrich the so-called accompanying ore layers, about 5 million tons of has been stored near the open mine. In the beginning of September the new factory with the rated annual capacity of 1.5 million tons of ore was expected to make the first batch of refined gold.

On December 1 the state will sell off the remaining stock of "Norilsk nickel."

Seven shares of "Norilsk nickel" so far remaining in state property, will go public on December 1, at the auction, organized by the Russian Federal Property Fund. The applications are admitted from September 20 till November 28. The initial price of the stock is RUR 3,500 rubles, with the RUR 1,050 the down payment is. Recently the authorized capital of "Norilsk nickel" amounts to RUR 47,249,968.50: it consists of 169,303,116 ordinary shares and 19,696,758 preference shares at 0.25 kopecks par value.
