Old clients turned back to the metallurgical plant "Krasniy Octiabr."

In spring 2000 the company experts made a strategically important step: reduced metal prices. "Krasniy Octiabr" started selling metal at cheaper prices, than the leading Russian producers - "MECHEL" (Chelyabinsk), Staro-Oskolskiy plant (Stary Oskol), "Izhstal" (Izhevsk).
As a result of the above measure during the summer months all former clients turned back to the plant: "Avtodiesel", "UralAZ", "KamAZ", "UAZ", "Krasniy Kotelshik" (Taganrog), "Uralwagonzavod", "ZIL", and several bearings, piping and engineering factories.
As a result the factory got the opportunity to launch production of special steel grades. The scope of high-grade products increased considerably. The portion of "real money" (in contrast to barter deals) for final products gradually rose, allowing the factory to pass over to 100% real money payment for processed orders.
From September 1 the prices for metal produced at "Krasniy Oktiabr" increased by 20%, making the final profit rise by 10-15%. The factory gained liquid assets. Now that the factory has the necessary reserve, it may chose the most profitable orders from the total number of contracts. In May-June 2000 the price for one ton of metal was set at 7 thousand rubles, it increased to 10.2 thousand rubles as in present. The future plans stipulate driving the price to 15 thousand rubles per ton.

A new investment bank to be established in Tatarstan.

Tatarstan is considered to have a good potential for launching new investment projects. For this purpose the regional investment bank should be established in the republic to deal with investments, without granting commercial credits: this way the bank will eliminate the risks of capital flowing to purposes other than investments. The project is supported by Alexander Livshets, chairman of the board in the bank "Russian credit", which aids the republic in finding partners. The bank may be invested by Russian and foreign banking institutions. The main requirement of the potential investors to the new bank, which will be established corresponding to the Western norms, is absolute transparency.

Bankruptcy proceedings introduced at "Chapayevsk garment factory."

Yesterday the arbitration court declared "Chapayevsk garment factory" bankrupt and decided to introduce liquidation procedures against the factory, which will be accomplished within one year.
The debt of the factory amounts to RUR 3 million and exceeds the factory's total assets by RUR 0.5 million. In the 7 months of 2000 the income amounted to RUR 237 million, while the loss totaled to RUR 210 thousand, which made it impossible to repay the debt.
Within a year the factory's property will be sols out. The court appointed Victoria Kormilitsina external manager of the factory.

"Chapayevskneft" launched the pilot project of oil development in Pestravskiy area of the region.

On October 17 "Chapayevskneft", Chapayevsk-based oil company, officially commissioned the oil site at the comparatively small Pinenkovskoye oil deposit, located in Pestravskiy area of Samara region. This way the company marked its 50th anniversary.

In the first half of 2000 the income of the federal budget, received from Samara region, amounted to RUR 8,304.8 million (127.7% to the plan).

In 8 months of 2000 the income of the federal budget reached RUR 11,421.3 million, making 127.8% to the plan.
The complex investigations, made by the Samara regional department of the Russian Ministry of Taxes and Duties, discovered tax law violations by 25 taxpayers. They effected additional RUR 1,595 thousand to the budget. In the first half of 2000 the department checked 34,897 tax calculations, reports and declarations. As a result the budget received additional RUR 113 thousand.
The tax police bodies registered 221 files at the total amount of RUR 699.354 thousand, USD 1.121 thousand and DM 2.197 thousand for further action. The above sum exceeds the figures, reported for 1999, by 33%, thus witnessing in favor of increased effectivenes of investigation.
As a result of control measures, in the first half of 2000 the total amount of additional payments to the budget was set at RUR 1,385.3 million: RUR 94.6 million thereof were effected to the budget.

In January to September the industrial enterprises of Novosibirsk region produced goods and services at RUR 25.7 billion.

The industrial output growth was accompanied by energy consumption, increased by 11.1%. The output growth level amounted to 108% over January-September 1999. All industries, except flour and cereal industry and fodder industry, posted increased output.

Novokuznetsk aluminum factory drew economic results for 9 months of 2000.

The output of consumer aluminum amounted to 209,379 tons, 5,000 tons above the year 1999 level. The factory produced 10,486 tons of alloys, which experience a high demand in the market: sales of alloys are more profitable, than sales of consumer aluminum. The total output of alloys rose four times over the nine months of 2000.
The electric current yield (the main figure, characterizing effectiveness of production in the aluminum industry) amounted to 87.73%.
The average salary amounts to 7288 rubles, having risen 1.5 times, and making the highest salary in the region. The factory paid RUR 608,653 thousand to the budgets and non-budget funds. The sum rose twice over the similar period of 1999.

KrAZ turned to high-quality alloys production.

After uniting the aluminum factories of Russia under the common rule, company "Russian aluminum" will abruptly change the production policy. Until recently the production facilities of the majority of Russian aluminum smelters, includ-ing KrAZ, were mainly used for production of technical (primary) aluminum - the so-called raw aluminum - recently there is a need to redirect production to high-quality alloys. Instead of the traditional bars, the factories will start production of flat ingots made of high-grade alloys and semi-products. The ingots will be used in high-tech industries: aviation, automo-bile industry and construction. The final objective of the changes is to enter the world market with the competitive metal product.
The first step in this respect is the investment program "Alloys", aimed at implementing the modern production technol-ogy, launching the unique production facilities at Krasnoyarsk aluminum factory and reaching the high profit level.

The stockholders of "Metalex" bank voted for financial rehabilitation and against liquidating of the bank.

The program for financial rehabilitation of Bank "Metallex", which will directly affect about 100 thousand depositors and three legal entities of the region, stipulates four directions of activities. The plan stipulates issue of bonds on the part of the bank's liabilities (including the bank's debt against the depositors) and further conversion of these bonds to shares. The financial readjustment plan includes cutting the expenditures by reducing the number of employees by 85%. Besides, the bank will sell off about 85% of the bank's property. The top management of "Metalex" will continue negotiations, aimed at attracting the new partners and investments. The financial rehabilitation will be completed by the beginning of 2003. In the second quarter of 2001 "Metalex" will start working with clients as a full-value financial institution.

KrAZ produced 4,898 tons of aluminum from the beginning of 2000.

Increased output allowed to raise tax payments to the budgets and non-budget funds 1.4 times. The total sum of taxes ef-fected thereto amounted to RUR 1,403,509 thousand.
