Moscow Blasted Over Caspian Talks

ASHGABAT, Turkmenistan — Turkmenistan on Tuesday criticized Russia’s attempts to solve a dispute over the Caspian Sea’s oil wealth and fisheries, saying Moscow was aggravating the problem.

Caspian Sea envoy Viktor Kalyuzhny has met with officials of the four other countries surrounding the Caspian to work out a deal that would allow the full exploitation of oil and fish stocks.

Kalyuzhny’s work has "not only not brought any progress in dividing up the sea, but has returned the Caspian negotiating process to the start of the 1990s," said Turkmenistan’s presidential envoy on the Caspian, Boris Shikhmuradov.

He said Turkmenistan wouldn’t change its stance that the sea must be divided into national sectors, a proposal backed by Azerbaijan and Kazakhstan, while Iran and Russia are opposed.

Russia has proposed the seabed and its natural resources be divided nationally, while the waters be shared.
