Frequency Grab Order Reversed

Communications Minister Leonid Reiman annulled last month’s controversial move to commandeer frequencies from mobile operators Vimpelcom and MTS, newspapers reported Tuesday.

Business daily Vedomosti reported that Reiman told Prime Minister Mikhail Kasyanov about the annulment Monday. No further details were available and neither Vimpelcom nor MTS could be reached for comment.

State telecoms regulator Gossvyaznadzor ordered Vimpelcom last month to free up a number of nominal frequencies in the GSM-900 range. And Vimpelcom’s main competitor, MTS, was told to stop work on a subsystem in the 900 MHz range.

The move was sharply criticized by investors, who were left doubting the government’s commitment to protecting investors’ rights, but Reiman suspended the seizure pending his review.
