Azeri Opposition Allowed

BAKU, Azerbaijan — After an appeal from President Geidar Aliev, Azerbaijan’s election commission reversed itself Sunday and allowed five opposition parties to take part in upcoming parliamentary elections.

The commission voted 14-0 to lift a ban that kept nine parties, including the major opposition groups Musavat and Democratic Azerbaijan, from participating in the November vote, said commission member Elshat Gurbanov.

The commission had barred most opposition parties from running in the election because it said many of the nominating signatures they collected were falsified. An appeals court upheld the decision.
