EU Calls for Settlement

LISBON, Portugal -- Portuguese Prime Minister Antonio Guterres, whose country is president of the European Union, admitted that the bloc could do little if Russia continued to ignore its calls for a negotiated settlement in Chechnya.

"We have to recognize that our capacity today to make our voice clearly heard ... and have a clear influence on what is going on is limited," he said.

The EU has repeatedly urged an end to the brutal fighting in the rebel Russian republic, warning Moscow that the four-month military campaign risks damaging relations with the 15-state bloc.
