Disarmament Talks

GENEVA -- With the world's main disarmament forum facing another year of wrangling over nuclear weapons, top U.S. and Russian officials met Thursday to discuss whether they can break the arms-cut logjam.

While John Holum, the Clinton administration's top disarmament specialist, met with his Russian counterpart, Yury Kapratov, elsewhere in Geneva, the 66-nation Conference on Disarmament appeared to be waiting for developments from the U.S.-Russian talks.

The Holum-Kapratov session could last until Friday.
