3 Hurt in Far East Blast

VLADIVOSTOK, Far East -- A homemade explosive detonated Tuesday in an apartment building in Vladivostok, severely injuring three people, Itar-Tass reported.

The device was equivalent in force to 150 grams of TNT, police said. It was attached to an electricity box in a third-floor hallway of the building.

The explosive went off when a resident checked the electricity box after the lights went out on the third floor, Itar-Tass said. The resident was injured by the blast, along with two teenagers who were in the stairway.

Police and Federal Security Service agents have started an investigation.
