No to Military Draft

MOSCOW -- Tatarstan's parliament voted Wednesday to ban the local military draft because it contends that conscripts are being sent into battle without proper training.

The parliament passed the bill after learning that six Tatar conscripts had been killed in recent fighting between government forces and Islamic troops in southern Russia. They had served in the army for just 40 days, the parliament said, Interfax reported.

The parliament said it would not allow the draft to resume until all of its 1999 conscripts are sent back from trouble spots in Russia and future draftees are better trained.

Tatarstan President Mintimer Shaimiyev must sign the bill for it to take effect.
