U.S. Aids Refinery Refit

BAKU, Azerbaijan -- Azerbaijan will receive $500,000 from the United States to help modernize a refinery for Caspian Sea oil, according to a deal signed by U.S. Energy Secretary Bill Richardson in Baku on Wednesday.

The $500,000 U.S. grant is for a study into upgrading Baku's Aznefteyag refinery, Itar-Tass reported.

On Wednesday, Richardson met with Azeri President Heidar Aliyev and discussed an oil pipeline from the Azeri capital, Baku, to the Turkish Mediterranean port of Ceyhan. The United States is lobbying for the pipeline, but has failed to convince the international consortium exploiting the Caspian oil fields to invest in the project.
