Ukraine Rules Out Sale

KIEV -- Ukraine does not intend to sell the state's stake in the Nikolayev alumina plant to Russia to pay off its energy debts, the first deputy of the State Corporate Rights Agency, Yelena Koval, said in remarks cited by Interfax.

Koval said such a sale "would run counter to Ukrainian privatization legislation," the news agency reported.

Ukraine's debt to Russia's Gazprom has been estimated by Russia at $1.8 billion and at $1 billion by Ukraine.

Sale to Russia of the 50 percent plus one share stake in the Nikolayev alumina plant was discussed at a session of the Russian government commission on urgent issues. The commission instructed the Economics and Natural Resources ministries to draft proposals concerning the Nikolayev plant by no later than Oct. 20, Interfax said.
