Berlin Airport Doubts

BERLIN -- Plans for opening a new international airport in Berlin by 2007 were throw into doubt Tuesday by a court decision that found the contract to a private consortium to build it was awarded unfairly.

Bidding for the 6 billion Deutsche mark ($3.3 billion) contract ended in March with the selection of a team led by the German construction giant Hochtief. But another consortium, IVG, which includes the operator of the Vienna airport and Deutsche Bank, accused Hochtief of cheating and challenged the deal in court.

A state court in Brandenburg ruled in favor of IVG and ordered state officials to re-examine the two bids evenly. No appeal is possible.
