UN Cagey Over Libya

UNITED NATIONS -- While Libya has turned over the two suspects in the 1988 Pan Am bombing and promised to cooperate with the trial, the UN chief said Friday he couldn't determine whether Libya had fulfilled UN conditions for sanctions to be permanently lifted.

UN resolutions require Libya to cooperate with the prosecution and to pay compensation to the families of the victims of the Pan Am bombing if the two men are found guilty.

Because the trial isn't expected to before February 2000, Secretary-General Kofi Annan said he wasn't in a position to provide any information about Libya's compliance.
