S. Korea Gets Tough

BEIJING -- South Korea pulled out of talks Friday with North Korea after the North refused to discuss reuniting separated families and tried to sideline the negotiations with provocative behavior.

South Korean Vice Unification Minister Yang Young-shik said Seoul will suspend shipments of fertilizer that had coaxed North Korea to the negotiating table until Pyongyang decides to discuss the reunions in good faith.

He noted that during the talks the North Koreans refused to shake hands and repeatedly raised last month's sinking of a North Korean gunboat in the Yellow or West Sea.

"This sort of behavior by North Korea tells us they are not fully prepared to talk about the family reunion issue and perhaps because of the West Sea incident they need time to reorganize themselves," Yang said.
