Police Seek Arrests

SEOUL, South Korea -- Police sought arrest warrants Friday for seven people, including a kindergarten operator, in connection with a dormitory fire that killed 19 children and four adults.

As police expanded their investigation into the case, a teacher claimed he could not rescue 18 of the victims because they were locked in their room. Police were investigating the claim.

Chun Kyong-ja, 35, head of a Seoul kindergarten, faces charges of involuntary homicide.

Police said Chun was drinking in another room when the fire broke out Wednesday and did little to try to rescue the children.
