Funds Cancel Census

MOSCOW -- The decision to postpone Russia's census from autumn of 2001 to September 2002 is not politically motivated and is exclusively for financial reasons, acting head of the State Statistics Committee Vladimir Sokolin said. He was commenting on reports that the aim of the postponement was to overstate the number of voters by including so-called "dead souls" in the voter lists in upcoming elections.

Sokolin said given the current crisis, the per capita sums reserved for the census will be even smaller than "in developing countries," at just $1.40, compared with $14 in the United States.
