Execution Ban Weighed

KIEV -- Ukrainian parliamentary deputies will consider legislation to impose a moratorium on carrying out executions to fulfill the former Soviet state's obligations to the Council of Europe, a deputy speaker said.

The 40-nation council does not allow members to carry out executions in peacetime. Its Monitoring Commission voted last month to suspend Ukraine's membership due to the nation's poor human rights record, setting the stage for an exclusion vote later this month by the council's Parliamentary Assembly.

The commission said Kiev had failed to take promised legal and governmental steps to improve human rights.

Deputy Speaker Viktor Medvedchuk said Monday that Kiev was doing its best to implement its obligations.
