Congo Peace Talked

LUSAKA, Zambia -- Foreign and defense ministers met Tuesday to iron out differences over the most detailed plan yet to end the Congo civil war, a conflict that has enveloped most of central Africa.

After a first meeting Monday was halted over objections to the plan drawn up by lower-level officials, the ministers began scrutinizing proposals for the creation of a national army, the withdrawal of foreign troops and for a national political dialogue in the troubled Central African nation.
