Belfast Delays Report

BELFAST, Northern Ireland -- The British and Irish governments ordered a long-awaited report into the disarmament of the Irish Republican Army delayed Tuesday as Northern Ireland's rival negotiators struggled to come to terms.

The report by Canadian General John de Chastelain, head of Northern Ireland's disarmament commission, was to have been made public Tuesday as part of a concerted push to clear away the obstacles blocking the formation of the province's new Protestant-Catholic government.

Alastair Campbell, spokesman for British Prime Minister Tony Blair, said the publication would be held up until at least Wednesday because the negotiations had produced enough progress that revisions were required.
