Aid to Scrap Subs

COLOGNE, Germany -- Japanese Prime Minister Keizo Obuchi said Friday he would offer $200 million in aid to Russia for the dismantling and scrapping of decommissioned Russian nuclear submarines in the Far East.

Obuchi unveiled the aid project for Russia during a meeting with U.S. President Bill Clinton before attending a summit of Group of Seven leading industrial nations and Russia.

"Prime Minister Obuchi told Clinton of his plan to give $200 million worth of aid to assist with the dismantling of Russian nuclear submarines in the Far East," a senior Foreign Ministry official said.

Japanese officials have said the safe dismantling of nuclear submarines is important for arms control and environmental protection in the Sea of Japan.
