Talbott Due in Russia

WASHINGTON -- U.S. Deputy Secretary of State Strobe Talbott will go to Moscow next week to begin negotiations with Russia on the details of a framework to settle the Kosovo crisis, the State Department said Friday.

Department spokesman James Rubin said Talbott will hold talks Tuesday and Wednesday in Moscow "to get down to the serious business of fleshing out the principles" of the agreement on Kosovo reached Thursday in Bonn, Germany, between Russia and the Group of Seven leading industrial countries.

Rubin said that Secretary of State Madeleine Albright had agreed to the Talbott mission in a telephone call with her Russian counterpart Igor Ivanov earlier Friday.

Talbott will lead a delegation of U.S. government officials, including Albright's personal military adviser, to work on areas of disagreement with Russia.
