Chechnya Seeks Talks

GROZNY -- Chechen President Aslan Maskhadov has called for compromise talks after the republic cut off a major oil pipeline over a Russian debts, Interfax reported.

Russia has built up a $6.5 million debt on the pipeline that runs from the Azeri capital of Baku to the Russian Black Sea port of Novorossiisk, Chechen Deputy Prime Minister Alkhazur Abdulkerimov said.

The government decided to shut down the pipeline last week while Maskhadov was on a religious pilgrimage to Mecca, and the president is ready now to meet over the debt, Abdulkerimov said.

Meanwhile, the BP Amoco-led Azerbaijan International Operating Co. said Monday that it would cut output Tuesday if the pipeline did not reopen in the next 24 hours.
