U.S. to Set Prison Mark

WASHINGTON -- The United States, which already has the largest prison population in the world, may soon surpass Russia as the nation with the highest rate of incarceration, a private group said on Monday.

The Sentencing Project, a nonprofit group that advocates sentencing reform, said the United States, with a record 1.8 million inmates, was followed by China at an estimated 1.2 million and Russia at 1 million. It predicted the United States would soon get the top spot because its prison population continued to expand while Russia planned to grant amnesty to some 100,000 inmates, about 10 percent of its prison population.
