Kiev Lifts Rate Ban

KIEV -- Ukraine's highest court Tuesday overturned a law that banned price hikes for utilities, an issue that has been part of a disagreement between Ukraine and the International Monetary Fund.

The IMF froze a $2.2 billion aid package to Ukraine last fall amid the country's financial turmoil. Among its demands, the IMF said that the government needed to stop subsidizing utilities.

Ukrainians currently pay only 80 percent of the cost of services such as water, heat and electricity.
