WTO Eyes U.S. Steel

GENEVA -- Member countries of the World Trade Organization have agreed to a European Union request to set up a panel to decide whether a 1916 U.S. law on anti-dumping violates open-trading agreements.

Creation of the three-man panel, which will have six months to report, went through automatically at a meeting Monday of the WTO's Dispute Settlement Body because the request was tabled for the second time.

Under DSB procedures, a panel request can only be blocked by a country against which it is targeted the first time it is presented.
