U.S.: Kiev Deserves Aid

KIEV -- The U.S. government has recommended the release of all $195 million in 1999 American aid to Ukraine but remains concerned about the former Soviet republic's pace on economic reforms.

Congress had said that half of the aid could be withheld unless Secretary of State Madeleine Albright confirmed that Ukraine has made progress in economic reforms and resolving complaints by American investors.

In a report to Congress on Thursday, Albright said release of the aid was warranted, deputy State Department spokesman James Foley said.
