THE WORLD OUT THERE: DOING IT MA WAY




NEW YORK -- The idea is to observe Yo-Yo Ma Day on Yo-Yo Ma Way.


Governor George Pataki has declared next Tuesday Yo-Yo Ma Day. Mayor Rudolph Giuliani has renamed 46th Street between Fifth and Madison avenues Yo-Yo Ma Way, but only temporarily. After Yo-Yo Ma Day, Yo-Yo Ma Way will go back to being 46th Street.


The cellist is scheduled to spend a part of his day signing autographs at the HMV record store on Fifth Avenue, and HMV would like the street name change to be made permanent.


But there is a problem. The City Council, not the mayor's Transportation Department, normally decides on long-term street name changes. And the council has its rules.


"The person's got to be deceased," said Randy Orozco, a council spokesman.
