Estonia Blocks Russian

TALLINN, Estonia -- The Russian Party of Estonia, or RPE, has told the Organization for Security and Coperation in Europe that its candidates were not allowed to address their electorate in Russian, their native language.

Estonian television will not allow political figures to address Russian viewers in their own language, RPE chairman Nikolai Maspanov, a member of the Estonian parliament, said Friday.

This constitutes a breach of the constitutional right to have access to credible information, he said. Russian speakers make up nearly one-third of the country's population and have no access to unbiased information, he said.
