Duma Speaker Suggests Budget Delay

The State Duma should reconsider this year's budget draft in a third reading because of a feud over presidential administration financing, Duma Speaker Gennady Seleznyov said Tuesday.

"We have to return to the third reading because inaccuracies were allowed to go through in the tables of amendments," Seleznyov said after a meeting of the agenda-setting council for the Duma, the lower house of parliament.

The Kremlin has objected to a provision that would slash spending on the presidential administration by 40 percent, while leaving parliament's finances relatively unscathed.

It wants cuts to be spread evenly among various power structures.

This has raised the prospect that President Boris Yeltsin might veto the draft if it is passed in a fourth reading by the Duma and then clears the Federation Council, parliament's upper house.

Seleznyov said a new third reading could take place Friday ahead of a planned fourth and final reading.
