Chechnya Tensions Up

MOSCOW -- A power struggle in Chechnya intensified Friday when the regional parliament accused Chechen President Aslan Maskhadov of establishing a "personal dictatorship,'' a Russian news agency reported.

Maskhadov, who is fighting to hang onto control, stripped parliament of power last week and abolished the vice presidency in an effort to forestall a challenge to his rule.

Interfax reported that parliament issued a statement sharply attacking Maskhadov, accusing him of pro-Russian policies.

That is the primary criticism of the renegade warlords who have tried to oust Maskhadov, but parliament criticized them as well.
