Army Gets Weaker

MOSCOW -- Russia's fighting forces may be leaner but they're certainly not meaner, the defense committee chief said Wednesday.

"Despite a cut in the size of the armed forces, we have not achieved an improvement in quality, unfortunately," Roman Popkovich, chairman of the defense committee in the State Duma, said at a news conference.

Russia cut its armed forces by 400,000 troops to 1.2 million last year and has kept its budget steady at just under 3 percent of gross domestic product.
