Anti-Treaty Signatures

MOSCOW -- More than 100 members of Russia's lower house of parliament have signed a letter to the Constitutional Court that questions the legitimacy of the Russian-Ukrainian Treaty on Friendship, Cooperation and Partnership, a parliament deputy said Tuesday.

The State Duma deputy, one of the letter's authors, who asked not to be identified, said the signatories believed some of the points in the accord might contradict the Russian Constitution, especially the definition of Ukraine's ethnic Russians as a "national minority" and a clause dealing with the status of the Crimean port of Sevastopol.
