OSCE Slams Poll

TASHKENT, Uzbekistan -- The Organization for Security and Cooperation in Europe said Monday that Uzbekistan failed to meet commitments to make parliamentary elections free and fair.

"The commitments for a free, fair, equal, transparent and accountable election were breached," said Madeleine Wilkens, head of the OSCE's 17-member mission.

A Central Election Commission spokesman rejected her comments as groundless.

Preliminary results are expected some time Tuesday, officials said.

The OSCE criticized the ballot, in which 93 percent of the 12.7 million electorate took part, saying election laws were substandard and local authorities interfered in voting.
