U.S. on Russia Steel

WASHINGTON -- The U.S. Commerce Department said Russia sold steel in the United States at less than fair value, clearing the way for proposed duties as high as 178 percent.

The preliminary ruling Wednesday targets cold-rolled flat-rolled carbon-quality steel. The Commerce Department and the International Trade Commission must issue final decisions in the case that could change the amount of the duties or eliminate them all together.
