UN to Extend Program

UNITED NATIONS -- UN Security Council members planned Friday to approve a two-week extension of the Iraqi oil-for-food program while they discuss rival longer-term resolutions from the United States and Russia.

The stop-gap measure, providing an extension until Dec. 4, needs to be adopted before the current six-month phase of the program expires late Saturday.

The United States had hoped the council would renew the plan quickly for six months on the same terms but Russia objected, wanting to eliminate any cap on how much oil Iraq could export.

Moscow also wants funds Baghdad can spend to repair its oil industry doubled from $300 million to $600 million.
