UN Requests $16M for Refugees

GENEVA -- UN Secretary-General Kofi Annan has appealed for $16 million to aid 220,000 civilians who have fled "raging war" in Chechnya, but ruled out deploying UN relief workers in the republic for now.

The appeal aims to provide food, shelter and other necessities for three months to Chechen refugees.

Annan was speaking Tuesday to a news conference after being briefed by UN refugee chief Sadako Ogata, who visited the region as his special envoy last week.

"Obviously, there is raging war, there is military action going on in Chechnya," he said.

"In the midst of that, it would be difficult for us to go in and offer humanitarian assistance. ... For the time being, we are concentrating on Ingushetia and the territories outside Chechnya."

Ogata agreed UN staff safety is of paramount concern.
