OSCE Visit Confirmed

OSLO, Norway -- Russia changed its mind Wednesday and agreed to hold talks with the OSCE to prepare for a visit to Chechnya next month.

Foreign Minister Igor Ivanov, who had previously said he was too busy, agreed to meet Knut Vollebaek, chairman of the Organization for Security and Cooperation in Europe, in Moscow on Monday afternoon.

Ivanov also agreed to an OSCE visit to Chechnya in the first half of December, Vollebaek's spokesman said.

Russia reluctantly agreed at an OSCE summit last week in Istanbul to let the OSCE chairman visit Chechnya. But it had not set any dates for a visit.

Ivanov and Vollebaek, Norway's foreign minister, agreed to the talks by telephone after the Russian Embassy in Oslo had told Vollebaek that Ivanov was too busy.
