Shoigu Proposes Plan

MOSCOW -- Emergency Situations Minister Sergei Shoigu said that if elected to the State Duma, he would propose passing a law to make voting obligatory, the newspaper Kommersant reported.

According to Kommersant, Shoigu, who heads the pro-Kremlin electoral bloc Unity, said he plans to sponsor a law that would strip the citizenship of any voting-age adult who failed to cast a ballot in three national elections. Shoigu also said he will push for legislation evicting any lawmaker in the Duma who fails to participate in three votes in parliament.

According to public opinion polls, Unity has the support of about 6 percent of the electorate.
