Russia: No ABM Barter

MOSCOW -- The Foreign Ministry said Tuesday there were no grounds to reports that the United States has offered to complete a major Russian radar station in return for amending a key nuclear arms treaty.

U.S. officials said Sunday they had offered help in finishing a major radar installation near Irkutsk, eastern Siberia. In exchange, Russia would agree to alter the 1972 Anti-Ballistic Missile treaty.

However, Foreign Ministry spokesman Anatoly Kobzev said: "As concerns the Russian Foreign Ministry, which is conducting consultations with the American side on issues of strategic stability, including the issues of the anti-missile defense and strategic arms reductions, and coordinating the activity of Russian agencies along these lines, there are not any grounds for the reports that have been published by American newspapers."
