Fuel Supplies Short

MOSCOW -- The government is short of fuel for Arctic regions and lacks the money to buy it as it prepares to build up stocks ahead of winter, Prime Minister Vladimir Putin said Sunday.

"I must say that the preparation for the winter is difficult, but we will not allow a catastrophe," Putin said in an interview for RTR state television.

Every year the country struggles to lay in stocks of fuel for remote Arctic regions which are only accessible to shipping during the short summer before ports ice up. Every year there are fears that whole cities will be left without supplies. "Departments and ministries must resolve these problems," Putin said.
