Another FSB Test

MOSCOW -- The Federal Security Service has carried out another mock terrorist attack to test the alertness of Russia's police and security forces, Kommersant reported Friday.

Guards at a water plant in Omsk, western Siberia, failed the test, the report said. They failed to stop undercover agents from entering the plant with cans of chlorine, which could have been used to poison the area's drinking water.

The operation was similar to one that took place in Ryazan in September, in which the FSB said it planted a fake bomb in an apartment building to test local police. The building was evacuated after residents reported suspicious activities.

The FSB has said it is improving security in the wake of the apartment bombings in September, which killed 300.
