START II on Agenda

MOSCOW -- A ratification vote on the START II nuclear arms reduction treaty has been put on the Russian parliament's agenda for the first half of this year, a parliamentary leader said.

But Vladimir Ryzhkov, deputy speaker of the State Duma, said Monday that the vote will be taken only if a majority of lawmakers want it, "which is so far not in evidence," Interfax reported.

Russia and the United States signed START II in 1993, and the U.S. Senate ratified it in 1996. The lower house of parliament has delayed ratification, saying the treaty will hurt Russia's security.
