Nuclear Arms Upgrade

MOSCOW -- Russia will upgrade components in its nuclear weapons following a recent series of subcritical nuclear tests at an arctic test range, a newspaper report said Thursday.

The tests, conducted on the Novaya Zemlya archipelago between Sept. 14 and Dec. 13, didn't violate the international Comprehensive Test Ban Treaty because the amount of radioactive plutonium used was too small to create a nuclear explosion, the military daily Krasnaya Zvezda quoted First Deputy Nuclear Power Minister Lev Ryabev as saying.

Last month, Ryabev said that Russia had conducted five such tests.

He said the tests would allow Russia to modernize its nuclear weapons, replacing some mechanical and electronic components with more advanced ones.
