City Charges for Dogs

MOSCOW -- It's a dog's life in the industrial Russian town of Chelyabinsk, where man's best friend from now on will be charged rent.

Owners of dogs living in this city 1,500 kilometers east of Moscow have been slapped with a 5 ruble (20 cents) monthly rental fee for the privilege of enjoying the local water and electricity, Kommersant reported Wednesday.

But Chelyabinsk officials did not require cats, birds or goldfish to pay any rent at all, the business daily said.
