Mass Prison Amnesty

MOSCOW -- The Justice Ministry said Monday it planned to give amnesty to about 115,000 prisoners to ease chronic overcrowding in cash-strapped jails.

"The plan should come into effect by the end of this year," a ministry spokeswoman said.

The proposed amnesty would not apply to people facing serious charges such as murder, but was expected to cover some still awaiting trial in Russia's notorious detention centers.

It was not clear whether all 115,000 people who would be affected by the new amnesty were currently behind bars, or whether some of them were serving suspended sentences.
