Fishing Quotas

YUZHNO-SAKHALINSK, Far East -- The Russian government is going to transfer the right to distribute fishing quotas to regional authorities, Deputy Prime Minister Boris Nemtsov said at a news conference in Yuzhno-Sakhalinsk Wednesday.

The first such distribution of quotas will be held in Yuzhno-Sakhalinsk, he said, and is aimed at eliminating the "half-clandestine methods" of quota distribution in Moscow and curbing bribery in the capital's bureaucracy.

Asked about chances to develop the oil- and gas-rich Sakhalin shelf, the deputy prime minister said that success developing the fields "will be crucial for Russia's economic prospects."
