Russia Opens Skies

MOSCOW -- German military observers performed Wednesday their first inspection flight over Russia's Northern Urals under the Open Skies Treaty, Itar-Tass said.

The 1992 treaty, signed by 27 countries, promotes openness by allowing participating countries to gather information about each other's military forces through unarmed observation flights.

The treaty has been ratified by all signatories except Russia and Ukraine.

Earlier this month, French observers performed an Open Skies flight over Russia's Southern Urals.
