Russia-NATO Hot Line

BRUSSELS, Belgium -- NATO has proposed providing a hot line to the head of the Russian military in a gesture aimed at easing tensions over NATO's eastward expansion.

The head of the North Atlantic Treaty Organization's military committee, German General Klaus Naumann, said he made the offer to Russian chief of staff, General Anatoli Kvashin.

The general did not say how the offer was received. It took place a meeting of the NATO-Russia Council, formed to ease Russian concern over NATO's move to accept former eastern bloc members as new members.
