Primakov Starts Tour

MOSCOW -- Foreign Minister Yevgeny Primakov headed Monday for France, the first stop of a three-nation European tour culminating with a meeting of the Group of Seven leading industrial nations later this week.

Primakov was scheduled to attend a meeting of the Council of Europe's ministerial committee in Strasbourg, France, where the peace process in Northern Ireland and the crisis in Kosovo were on the agenda, Itar-Tass reported.

Primakov was also expected to deliver ratification documents for three Council of Europe protocols, including the European Convention on Human Rights, Itar-Tass said.

Russia joined the Council of Europe, a leading human rights organization, in January 1996, and parliament ratified the convention in February of this year.
