EU Welcomes Envoy

MOSCOW -- The European Union on Thursday welcomed Russia's decision to send an ambassador to Brussels for the first time in three years, saying the envoy's dispatch would enable the fledgling partnership between the two to mature.

The EU's ambassador in Moscow, Ottokar Hahn, said the arrival next month of Vasily Likhachev in Brussels would boost efforts to implement a partnership and cooperation agreement signed three years ago, with wide-ranging political and economic implications.

"It's very important that Russia now fills this position," Hahn said at a joint news conference with Likhachev. "I think it's a good sign in the framework of the partnership and cooperation agreement."
